Job Description Project/Program: Casework Contact Assurance Title IV-B
Job Description: Section 424(e) (1) of the Child and Family Services Improvement Act of 2006, a State cannot receive Title IV-B, subpart 1 funds unless it has provided prior fiscal year data which shows: the percentage of children in foster care who were visited on a monthly basis by the caseworker handling the case of the child; and the percentage of visits that occurred in the residence of the child. The current national standard is 95% of children visited on monthly basis.
We are requesting a continuation of the IV-B funded Casework Contact Assurance Special Project staff of one (1) Junior level Business Analyst position for the period March 25, 2026 through March 23, 2028. The Casework Contact Assurance special project staff will continue to provide operational and focused management support to the Region 3 based local social service districts and voluntary agencies in their efforts to make certain that their staff make and document the required visits.
Day to Day: The Junior Business Analyst is an entry level position that works closely with the Senior Business Analyst team, OCFS and the Foster Care agencies to achieve the Casework Contact Assurance goals. Through the Casework Contact Assurance special project, the Junior Business Analyst will continue to provide, operational and focused management support to the Region 3 based local social service districts and voluntary agencies in their efforts to make certain that required visits are documented. Additionally provide administrative support to the Regional office.
This role leverages the individual's knowledge and analytical skills to support the execution and delivery of the OCFS Casework Assurance initiative in accordance with ACYF-CB-PI-07-08. The positions will also support the Regional Office in the monitoring of the voluntary agencies case management/case planning responsibilities including compliance with OCFS child safety and CPS monitoring requirements. Primary duties will include collecting, analyzing and documenting the required data, information and goals and transferring the same to the senior analyst team. Elicit requirements from voluntary agencies using interviews, surveys, site visits, and business process descriptions. Communicate and collaborate with OCFS staff, local social services district staff (the Administration for Children's Services) and voluntary agency staff to analyze information needs and ensure recommended solutions are implemented.
Mandatory Qualifications: Business Analyst: Analyzes an organization or business domain (real or hypothetical) and documents its business or processes or systems, assessing the business model or its integration with technology with distinct deliverables to a solution.
Junior: 12 - 36 months
Requested Qualifications: - 12 months experience working within the health and human services environment on quality improvement efforts.
- 12 months experience providing users with computer technical support.
- 12 months experience with use of software to collect, filter, process, create and distribute data
- 12 months experience creating flow diagrams, structure charts, and other types of system or process representations.
- 12 months experience with collecting and analyzing data to support the implementation of an automated service system
- 12 months experience with use of SQL.
- 12 months experience working with organization to inform and improve business process improvements.
- Bachelor's degree
